Default BB being capped now ?

Is this true now ? I thought adsl users were getting speeds on average close
to 600k say 570k etc but only about 440k now apparently can this be true or
total hogwash ??

What speeds are you getting on say Gioserve, Fast4, tiscalli and freeserve
??
