Default ISP ADSL Ping Times & Bandwidth

As all ISP's are not created equal would it be possible to get some
ping results on the following Jolt IP?

195.149.21.11

The name of the ISP and the average time would be sufficient.

Secondly, in general, does the actual bandwidth achieved compare with
the ISP's promise?

Yes, in fact you probably get more than you should.. if you take into
account its supposed to be a contended service etc
