Could someone tell me which broadband ISP's give a minimum charge and then
add somuch per mByte download

meterin gis usually two way, upload and download

www.metronet.co.uk
www.lixxus.co.uk

and many others like www.f2s.net have accounts with a couple or a few
GB inclusive amount and then pay for more
