is 98SE the minimum spec for broadband?
Apart from the items mentioned already by others there are serious security
issues with early Windows versions that leave the machine wide open to
attack. As for Tiscali forget them as an ISP. Quite apart from their
generally poor reputation they don't support migration to another ISP.
