In the procedures established for maintaining the uk.* hierarchy
http://www.usenet.org.uk/guidelines.html there are provisions, where
there is a consensus and the proposal is straightforward and
non-controversial, to proceed by the "fast-track" method, so as to avoid
the necessity for holding a full vote.

I have now received a request to fast-track the following proposal:

create unmoderated newsgroup uk.telecom.voip

This proposal will be activated no earlier than five days from the posting
of this notice (i.e. not before April 11th), unless there are
objections (of which six or more, or any one which seems to the Committee
to be well founded, shall suffice to halt the process).

Proponent's summary of discussion:

The majority (12 or so at a rough count) of the comments appear to be
in favour of the new group, with the remainder (3 or 4) arguing along
the lines of "I don't see a need" rather than "I'd vote against".

RATIONALE: uk.telecom.voip

With the growth of voice-over-IP telephony and similar systems in the UK,
much discussion has been taking place in the uk.telecom and
comp.dcom.voice-over-ip groups.

The former is intended primarily for generic telecoms discussion and the
latter is a global group so it is felt that a new group specifically for
discussion of VoIP in a UK context would be of benefit.

CHARTER: uk.telecom.voip

This group is for the discussion of topics relevant to:

[1] Voice-over-IP telephony/technology and related matters in or relevant
to the UK.
[2] Networks for the above.
[3] Equipment available for the above.

Advertising is forbidden.

Encoded binaries (e.g. pictures, compressed files, etc.) are forbidden.
Such material belongs on a web or FTP site to which a pointer may be
posted. Cryptographic signatures (e.g. PGP) may be used where
authentication is important and should be as short as possible.

Posts must be readable as plain text. HTML, RTF and similarly formatted
messages are prohibited. To see how to make some common newsreaders comply
with this, read http://www.usenet.org.uk/ukpost.html.

Pointers to commercial or other web sites in signatures are permitted
provided the message is on-topic. All signatures should be 4 lines or
fewer and preceded by the customary usenet separator "-- " (dash, dash,
space) on a line of its own.
