Sounds exactly like the Enta family of products where there is no
ISP-based shaping at all. (Roughly, available bandwidth at any moment is

Are you saying that a percentage of bandwidth is tied up doing nothing
just waiting for (say) ftp commands which could otherwise be
re-allocated to (say) web browsing? I find that hard to believe.
