Default WBC enablement

What does it mean - apart from the obvious - when the site
http://www.samknows.com/broadband/exchange/ESBAN says :

"BT Wholesale are no longer reporting a Wholesale Broadband Connect (WBC)
enablement date for the Bannockburn exchange (Was previously 19/05/2009)".

There is no indication whether we are going to get it or not...

Or is it just 'Not'?
Have they changed their minds?
If so why have they changed their minds?

If accurate, it means BT Wholesale have no planned date. That means no
installation planned, so no service will happen. Probably because it isn't
going to make a profit (BT isn't a charity, its a commercial company).

I would check if it is accurate first.

Then check what grants or other arrangements exist to deal with communities
who won't get exchanges enabled; various local and regional authorities have
such programmes.

Go to SamKnows's front page and read the news article on WBC delays.
It'll answer your question!
