The cable only had that high value when it was a part of a working
circuit including the labour to connect it all up. The scrap value would
have been considerably less than the repair costs.

But it cost the higher amount to fix it, so that is what they are
responsible for.

And as for sentencing, you have to bear in mind what the sentence is
for murder. There need differentials below that so that murder doesn't
become a no-cost optional extra when committing lesser crimes .
